Knead the flour with 200 g butter, sugar, hazelnuts, orange water, egg and spices. Chill the dough for 1 hour.
Heat the electric oven to 175 °.
Roll out the dough ½ cm thick, cut out half moons. Place on a baking tray lined with baking paper.
Finely chop the candied fruits. Warm the milk and dissolve the saffron in it. Add the remaining butter, honey, sesame seeds, chopped fruits and pistachios, heat and spread on the moons.
Bake for about 15 minutes.
Heat the jam and brush the cookies with it. Possibly decorate with dried fruits, cut into mini-figures.
