Bring salted water to a boil in a pot. Add the rice and cook according to package directions (about 10 minutes). While the rice cooks, cut the 3 colored peppers into large pieces and set aside.
Heat a pan over medium-high heat. Fry the minced meat without added fat until cooked through with no pink visible, about 5 minutes. Add the peppers and cook for 2-3 minutes.
Turn off the heat. Stir in roughly one-quarter of a bottle of tomato ketchup. Drain the rice and add it to the pan. Mix everything well until combined.
