Mix all the ingredients for the Bifteki in a container and let it steep.
For the rice, sauté the onions and garlic in a saucepan with olive oil. Stir in tomato paste. Add the tomatoes and sugar and let simmer for 10 minutes. Add the spices. Cook the rice in about 2 liters of vegetable stock. Then mix the rice with the tomato sauce.
Shape the minced meat mixture into minced steaks and fry in a pan with olive oil. Serve with the tomato rice.
