Finely dice broccoli and carrots and cook quickly, they should remain firm to the bite. Mix the low-fat quark and egg. Add oat flakes, flour and vegetables and work everything into a malleable dough. Season well with salt, pepper, marjoram, garlic and nutmeg; the breadcrumbs take away some of the taste.
Shape small cakes with wet hands and roll them in breadcrumbs. Heat olive oil and fry the cakes in it on both sides until crispy brown.
