Finely chop the shallots and fresh mint. Remove the seeds from both peppers and cut them into cubes.
Crumble the goat cheese into small pieces.
Heat the vegetable broth or salted water over medium-high heat until it almost reaches a boil. Put the 1.5 cups of bulgur in a bowl and pour all the hot broth over it. Let it sit for 15-20 minutes until the liquid is absorbed.
Stir the bulgur with a fork to break up any lumps. Season with salt and ground black pepper to taste.
Stir in the chopped shallots, diced peppers, paprika, and lemon juice. Mix well. Taste and add more salt if needed.
When serving, top the bulgur mixture with the crumbled goat cheese and drizzle with olive oil.
