Sauté the diced onion and garlic in oil, coarsely chop the tomatoes, add with the liquid and half of the chopped basil and cook for five minutes. Season to taste with salt and pepper.
Finely dice the peppers, mix with the cream cheese, egg and the remaining basil. Pour into the cannelloni with a piping bag. Put this in a greased dish, spread the tomato sauce and cheese over it and bake in the oven at 200 degrees for about 35 minutes
