In a bowl, combine the chicken pieces, chicken protein, ginger juice, salt, and pepper to taste. Stir well, cover, and refrigerate for 20 minutes.
While the chicken marinates, prepare the sauce: in a saucepan over medium heat, combine soy sauce and sugar. Bring to a boil, stirring occasionally. Remove from heat and stir in sesame oil and rice vinegar.
Drain the marinade from the chicken and discard. Add the starch to the chicken and stir until coated.
Add the toasted sesame seeds to the chicken and stir until they coat the meat evenly.
Heat a skillet over medium-high heat. Add the chicken pieces and fry until golden brown and cooked through, reaching an internal temperature of 74 °C / 165 °F. Transfer to a bowl.
Pour the prepared sauce over the chicken and stir to combine.
Transfer to a plate, garnish with finely chopped chives, and serve.
