Heat the oil in a deep pan or saucepan, fry the onions and garlic in it. Add the minced meat and fry until it becomes crumbly. Then add tomato paste, chilli spice, salt and pepper and fry briefly. Deglaze with the red wine. Drain the corn and kidney beans through a sieve and stir into the minced meat. Pour in the tomatoes and their juice and mash them with a fork on the edge of the pan.
Wash, clean and halve the paprika and chilli peppers, remove the core. Coarsely dice the bell pepper and finely dice the chilli pepper. Stir both into the chilli. Cover and simmer over low heat for about 30 minutes over low heat.
