Sift the flour and baking powder into a bowl. Add the butter in flakes and rub into a crumbly dough with your fingers. Add sugar and chocolate chips and stir with the milk to form a smooth batter (works great with a spoon).
Roll out on a lightly floured work surface into a 12 cm x 12 cm square (approx. 25 mm thick) and cut into 9 squares.
