Mix flour with dry yeast. Add the remaining ingredients for the dough in order and knead in. Let rise in a warm place for about 30 minutes. Dust with flour. Shape the dough into about 20 small balls. Make several cuts with scissors. Bake at 200 degrees for about 20 to 30 minutes. Let cool down well. Mix the powdered sugar with the cinnamon. Mix with enough water and lemon juice to create a spreadable glaze. Brush the rolls with it.
