Clean the beans, cut into small pieces. Bring 1 liter of water to the boil, season with salt. Add the beans and let them steep for 30 minutes. Drain.
Clean the peppers, remove the seeds and cut into cubes. Heat the oil in a large pan, fry the minced meat. Add green and red beans, paprika and rice, sauté briefly. Add tomatoes and water and bring to the boil. Stir in beef broth and cook on low heat for 30 minutes. Just before the end of the cooking time, stir in the Emmentaler and let it melt.
Serve the minced meat pan garnished with creme fraich.
