Sift the flour and whole wheat flour into a large bowl, add the cinnamon and cloves and mix in the sugar. Press an indentation in the middle.
Mix the milk, eggs and melted butter in a bowl and add to the well. Beat gently until the ingredients are just mixed well - the dough may still be lumpy. Fold in the fruits. Spread the batter evenly over 12 muffin tins.
For the crumble, put the flour, sugar and oatmeal in a bowl. Knead in the butter pieces by hand until most of the lumps have dissolved. Sprinkle 2 teaspoons of streusel on each muffin.
Bake until golden in about 25 minutes, let cool in the tin for 5 minutes, remove and let cool on a wire rack.
