Peel onions and garlic and cut into cubes. Heat the olive oil in a saucepan, add the onion and garlic, sauté briefly and add the minced meat and fry thoroughly. Now add the water, the tomatoes, the caraway seeds and the sauerkraut. Bring everything to the boil again and simmer gently for about 10 minutes. Season to taste with salt and pepper.
Put a dollop of yogurt on each serving and dust with chilli flakes.
