Fry the minced meat with the coarsely diced onions and the chopped garlic in the pressure cooker until the meat is colored and the onions are light brown. Add the diced peppers and roast them briefly.
Deglaze with red wine and broth, season with the spices and add the pasta.
Stir in the pasta, close the lid of the pressure cooker and simmer for 10-12 minutes under pressure.
