Turn on the grill to preheat to medium-high temperature. Grease the grill grate with vegetable oil.
Combine spices in a large bowl. Set aside.
Put mayonnaise, bell pepper, Dijon mustard, green onions, shallots, parsley, honey, and 1 tablespoon into a bowl of a kitchen processor. a spoonful of lemon juice.
