Peel the potatoes. Cut tomatoes, carrots, onions, garlic, peppers and potatoes into bite-sized pieces.
Put on a saucepan with oil on the highest setting. Sauté the onions, garlic, carrots and a pinch of sugar in the saucepan. Also add tomato paste to the saucepan and stir everything together. Now fry everything briefly. Then put the minced meat in the pot, season with salt, pepper and fry it too. Now add the peppers and tomatoes, sauté briefly and add the vegetable stock. Also add the potatoes and simmer everything together for approx. 40 minutes at about level 6, depending on the stove. Finally add sour cream and season to your own taste.
