Put the glass noodles in a saucepan with boiling salted water. Take the pot off the stove and let it steep for 30 minutes. Wash the peppers and cut into thin strips.
Heat the oil and fry the minced meat in it until it is brown and crumbly. Salt and pepper well. Drain the glass noodles and drain well. Cut into pieces with kitchen scissors and place in a bowl with paprika and minced meat.
Mix the lemon juice with the soy sauce, a little salt and pepper well. Pour over the salad and mix everything well.
