Peel the onion and garlic, chop finely. Heat the oil in a large saucepan and sauté the onion and garlic in it. Add the minced meat and fry.
Peel the potatoes and cut into pieces, add them to the saucepan and fry for about 5 minutes, turning frequently. Deglaze with tomatoes and broth. Season well with salt and cayenne pepper, simmer for about 10 minutes on a low heat.
Add beans, simmer for another 10 minutes. Season to taste with salt and pepper.
