Cut the cabbage and carrots into very fine pieces (rice size). Mix salt, sugar, pepper, milk, mayonnaise, buttermilk, vinegar and lemon juice in a large bowl and beat until creamy. Add the cabbage, carrots and onions and mix well. Cover and leave to stand in the refrigerator for at least 2 hours.
