Add the water and cook covered over medium heat for about 15 minutes.
Keep shaking the pan so that the balls don`t burn.
Remove the lid and, when all the liquid has evaporated, sprinkle in the sugar and let it caramelize briefly. Add the lemon juice and season with salt and pepper.
Fold in the chopped parsley to serve.
If you use olive oil instead of clarified butter, the dish is vegan.
