Mix the flour, egg and a little water (for a firm dough) and knead until a dough is formed without lumps. Cover the dough with a damp cloth and let it rest for 1 to 2 hours.
Mix the minced meat with grated onions, 3 - 4 tablespoons paprika, salt, pepper and parsley well. Roll out the dough thinly, cut out small squares and place the meat filling on top. Fold the dough squares together at the corners and press the edges into place.
Bring the salted water to the boil and cook the dumplings in it for about 5 minutes. Then rinse in a colander with cold water.
Melt the butter in a pan and briefly fry 2 tablespoons of paprika powder. Put the manti on top, fry briefly and arrange on a plate. Mix the yogurt, salt and finely chopped garlic cloves and place on the manti, garnish with parsley and serve.
