Finely dice the onions and garlic and fry them with the mince, season with salt, pepper and paprika. Add the finely grated carrots and stew for about 10 minutes. Add the curry ketchup and water and simmer for another 5 minutes.
Prepare the mashed potatoes according to the instructions on the packet and season with salt and nutmeg.
Grease the baking dish, add the minced meat, top the mashed potatoes and cover with cheese.
