Cut the bell pepper into strips, chop the onions into small pieces. Fry the minced meat in a little olive oil until crumbly. Season well with salt, pepper, paprika (who likes garlic). Add the onions and peppers and pour in the meat stock. Simmer over medium heat with the saucepan closed, stirring occasionally.
In the meantime, cook the boiled rice in the salted water until it is almost cooked, it should still be a bit grainy.
Season the paprika minced meat with tomato paste and a pinch of sugar, season a little if necessary. Stir in rice and let it steep until the rice has absorbed the liquid. When seasoning, keep in mind that the rice soaks up the sauce and it could quickly taste bland. Therefore, do not season the sauce too sparingly.
