Peel the onions, wash and peel the carrots and cut into thick slices. Clean and wash the spring onions and cut into pieces. Skin, core and dice tomatoes. Heat the oil. Add sugar and caramelize. Fry the onions, carrots and tomatoes in it. Add vinegar and wine. Let simmer in the oven at 200 degrees for about 20 minutes. Add spring onions and stew for another 10 minutes. Season the vegetables to taste. Garnish with basil.
