Cook the pasta in salted water until al dente, rinse in cold water and drain well. Mix the pasta, ham, apples, peppers, cucumber, onions, garlic, eggs (to taste) and chives together well in a large bowl.
Mix the mayonnaise, mustard and cream together very well. Mix the lemon juice with sugar, paprika powder, salt and pepper well and add to the mayonnaise, mix and dilute with the milk (if necessary, add salt and pepper to taste). Then add the sauce to the salad, mix well and cool, covered, and let it steep for a while.
Mix again before use and sprinkle with the parsley.
