Heat the olive oil in a saucepan and fry the minced meat in it until crumbly. Peel off the garlic cloves, chop and cook with them. Add the meat stock, tomatoes and vegetable mixture and cover and simmer over a low heat for 15 to 20 minutes until the vegetables are cooked through.
Stir in sour cream, processed cheese and tomato paste. Add the tortellini and simmer in the soup. Season with a little salt, cayenne pepper and the herbs.
