Clean the savoy cabbage leaves and cut out the thick central rib. Lay the leaves on top of each other and cut across into thin strips. Put the strips in a large bowl, sprinkle with a little salt and knead vigorously for a few minutes. The savoy cabbage leaves become soft and lose their volume.
In a bowl, mix oil, vinegar, mustard, water, sugar and pepper to a dressing. Mix in the savoy cabbage strips and chives and season to taste. Cut the ham into fine strips and fold into the salad.
Arrange the salad on a platter, garnish and serve.
