Mix the flour, eggs, salt, milk and water into a smooth, thin dough. Melt some butter in a pan and add about 3 tablespoons of batter. Swirl the pan quickly so that the batter is evenly and thinly distributed over the base. Turn with the help of a spatula and let the other side turn golden brown.
For the meat filling, clean the spring onions and cut into thin rings. Fry together with the minced meat. Add tomato paste, water and oregano and simmer for approx. 5 minutes. Season to taste with salt and pepper.
Pile the filling in portions on each side of the crepes and roll up. Serve hot.
