Melt the sugar in a pan, add the orange juice, stir until smooth and stir in the orange peel. Let simmer until the sugar is completely dissolved.
Clean and wash the strawberries, drain on paper towels and cut in half. Mix the orange sauce with Grand Marnier and green pepper and bring to the boil. Add the strawberries and stir briefly.
Arrange in a nice bowl and serve with vanilla ice cream.
