Clean the pepper and dice it very small. Then let the vinegar, sugar and diced paprika simmer very gently on the stove for about 45 minutes (open the window, it smells terrible). When it cools down, everything becomes slightly syrupy.
When everything has cooled down, the sauce is poured over the cream cheese previously arranged in a bowl.
You can eat the snack on crackers or with a baguette.
