Process the garlic cloves and salt into a paste in a mortar. Add the cayenne pepper. Mix together with the tahini in a bowl. Add lemon juice and continue beating vigorously. Either serve immediately or keep covered in the refrigerator (up to 2 weeks).
After grinding the salt and garlic in a mortar, you can also put all the ingredients in a bottle. Close and shake very vigorously. This is how it is made in Lebanon in snack bars and bistros.
Is often served with falafel and kufta. but also with fish and vegetables.
