Boil the tortellini in salted water for 7 minutes, add the chopped peppers and cook for another 3 minutes, then drain and place in a baking dish. Puree the tomatoes, cream, onion, garlic, spices, herbs and sugar with the hand blender, season to taste and pour over the tortellini. Spread grated cheese over it and let simmer for approx. 30 min.
