Heat the oil in a large saucepan. Fry the minced meat in it until crumbly. Fry the onion and garlic. Sweat the tomato paste, chilli flakes and paprika briefly. Deglaze with tomatoes and 400 ml water, bring to the boil, stir in the broth. Season with salt, pepper and a teaspoon of sugar. Cover and simmer for about 20 minutes.
Drain and drain the beans. Add the beans and tortellini to the mince and cook covered for another 8 minutes.
Roughly chop the parsley. Season the stew to taste. Sprinkle with parsley and serve with sour cream.
