Peel the vegetables, grate coarsely on the grater. Peel and dice the onions. Mix the vegetables with the flour and eggs and season with salt, pepper and nutmeg. Fry the vegetable dough in the pan until crispy and brown on both sides - approx. 2 - 3 minutes on both sides.
For the dip: Mix the quark with the sour cream, chives, pepper and salt and serve with the hash browns.
