First bring the rice to the boil with 1 teaspoon of salt and 500 ml of water and let it swell over a very low heat. Dice the bell pepper and cut the zucchini into 1 cm thick slices. Dice the onion and garlic and fry them in a large pan or (even better) in a wok in clarified butter and let them turn to glass. Add the minced meat, fry well and season with salt, pepper and paprika. Add the vegetables together with the rosemary and thyme to the minced meat, fry briefly, pour a cup of water and cook covered for 5 minutes; it should still be a bit crisp! Finally, mix in the corn and cooked rice and heat briefly.
A green salad goes well with it. I round off dishes like this with a dash of Tabasco at the table if I like - not for the children, of course!
