Wash the beef under running water and pat dry. Cut into roughly equal pieces about 3-4 cm each.
Peel the onion and cut into half rings. Finely chop the carrots.
Heat oil in a pan over medium heat. Add the onions and carrots, and cook for 2-3 minutes. Pour in about 250 ml water. Add the bay leaves and allspice peas. Simmer over low heat for 10 minutes.
Add the beef pieces to the pan and increase heat to medium-high. Brown the meat on all sides for about 5-7 minutes. Pour in another 250 ml water. Cover and simmer over low heat for 50 minutes until the beef is tender.
