Sauté the garlic and onions in butter. Add the broccoli florets and sauté briefly. Pour in the broth and wine. Season with paprika powder, salt and pepper. Simmer over medium heat for approx. 8 minutes. Take out a few broccoli florets and set aside. Puree the rest of the broccoli. Add the chives and paprika strips and simmer for another 5 minutes. Season to taste, arrange on plates, garnish with the remaining broccoli florets and crème fraîche and serve immediately.
