Peel the garlic and chop as small as possible. Wash and core the peppers, cut very small and stir with the garlic to a paste.
Crush the cumin in a mortar and stir together with the paprika powder to form a paprika-garlic paste. Add vinegar and oil while stirring, season with salt and pepper and stir until smooth.
Let stand for at least 2 hours so that the mixture flows through.
