Preheat the oven to 200 ° C. Sift flour, baking powder, mustard powder, cayenne pepper and salt into a bowl. Add the cream cheese and knead everything into a smooth dough. Knead in the chives.
Make a well in the middle of the dough. Pour in 100ml milk, stirring constantly, until a smooth dough is formed. Knead the dough on a floured work surface and roll it out into a sheet 2cm thick.
Cut out rolls with a round cookie cutter (5cm diameter) and place them on a baking sheet. Knead the leftover dough and roll out again. Cut out rolls again. There should be a total of 10 rolls. Brush the rolls with the rest of the milk and sprinkle with the grated cheese. Bake for 5-20 minutes until risen and light brown. Let cool down.
Serve warm with low-fat cream cheese garnished with strips of chives.
