Cut the rolls into small pieces. Soak them in water for 2 minutes, then squeeze out excess water. If using dumpling bread instead, soak and squeeze it the same way.
Finely chop the onion. If using fresh garlic instead of the spice mix, finely chop it as well.
In a bowl, combine the minced beef, egg, soaked bread, chopped onion, garlic or spice mix, and freeze-dried green pepper. Season with salt, black pepper, and hot paprika powder. Mix thoroughly.
Form the mixture into approximately 10 patties.
Heat a grill pan over medium-high heat, add some oil, and fry the patties for 7 minutes on the first side.
Flip the patties and fry for 7 minutes on the second side until cooked through.
