Place pizza dough on a wire rack or baking sheet lined with baking paper. Spread cream cheese evenly over the dough, then spread tomato paste on top.
Heat a pan over medium-high heat. Add the ground round beef with the diced onion and cook for 5 minutes, breaking up the meat as it cooks. Season with salt, pepper, paprika powder, basil, chili, and Cayenne pepper to taste. Add the diced bell pepper and cook for 1 minute until warmed through.
Spread the beef mixture over the tomato paste layer on the pizza. Distribute the chopped jalapeños evenly over the mixture (use about 20 g, or adjust for your preferred spice level). Sprinkle the cheddar cheese over the top.
Bake in a preheated oven at 200°C (392°F) with top and bottom heat for 20 minutes until the cheese is melted and bubbly.
