Prepare the basmati rice according to packet instructions.
In a bowl, combine 500g minced meat and 3 tablespoons soy sauce. Refrigerate for 30 minutes.
Cut 2 medium carrots into thin sticks, 1 bunch spring onions into rings, and 1 yellow pepper into small pieces. Rinse 1 can soybean sprouts and 1 can bamboo shoots in a sieve for 1 minute under cold water. Set vegetables aside.
Heat a wok over medium-high heat. Add the marinated minced meat and cook for 3-4 minutes, stirring frequently, until crumbly. Remove and set aside.
In the same wok, add the prepared vegetables and cook for 2-3 minutes, stirring occasionally, until slightly softened.
Return the minced meat to the wok. Season with salt, pepper, and ground chili pepper to taste. Simmer for 2-3 minutes.
Add the sweet chili sauce and stir for 1 minute until everything is well combined.
Serve the minced meat mixture over the prepared basmati rice.
