Dice the onion. Clean the carrots and cut into slices. Sear the onion with the mince. Then deglaze with a little broth. Add the carrots and simmer for 20-25 minutes. Add the broth if necessary. Finally add the cream and season with salt, pepper and nutmeg. Sprinkle with chopped parsley.
I prefer to have rice with it, but you can also go with boiled potatoes or noodles.
