Dice the onion, peppers and tomatoes, cut the olives into slices.
Heat oil in a sufficiently large pan or saucepan and fry the minced meat until crumbly over high heat, browning a little.
Add onion, diced paprika, spices and bay leaf and sauté for a few minutes over medium heat. Add the tomato paste, vinegar and 1 cup of water and mix well with the mince. Then add the diced tomatoes, olives and raisins and simmer covered for about 20 - 30 minutes, stirring occasionally, seasoning to taste and seasoning if necessary.
Remove the bay leaf, season again to taste and serve hot with rice.
