Sieve the flour and baking powder onto a baking board / tabletop. Make a well in the middle and add sugar, spices and milk. Mix with part of the flour to form a thick paste.
Then put the cold butter cut into pieces and the hazelnuts and knead everything into a smooth dough. If it sticks, it will be put in the cold for a while.
Roll out the dough about 3 mm thick and cut out round cookies. These are placed on a baking sheet, brushed with a little milk and decorated with half a hazelnut kernel.
Baking: 10-15 minutes at 175 degrees.
Note: Due to the high proportion of dry ingredients, the dough tends to crumble a little. That`s why I`ve already shaped it into rolls and cut it into thick slices with a sharp knife.
