Turn on the oven to preheat to 180 degrees. Grease a heat-resistant form with oil, put the fish fillets in the form.
Pour the raisins into a small bowl, add lemon juice and water, and leave for a few minutes.
Heat the olive oil in a large skillet, add all the onions, cook, stirring occasionally, for about 5 minutes. Add garlic, carrots, and beans, cook, stirring occasionally, for another 3-4 minutes.
Add raisins and liquid to a pan with vegetables, cook until boiling. Then remove the pans from the stove, add salt and pepper to taste, stir.
Put the vegetable mixture on the fish in the form, cover the form with foil, and place in the oven for 20-25 minutes, until the vegetables and fish are ready.
Serve the baked fish and vegetables in portioned bowls, sprinkle with dill.
