Mix the flour, cocoa and baking powder in a bowl. Add the rest of the ingredients and mix together. Either with a food processor or with your hands. It is a rather dry dough. Shape the dough into rolls and chill for at least 2 hours.
Cut the rolls into slices, brush with condensed milk and sprinkle with the granulated sugar.
Bake on a baking sheet at 180 ° C hot air (top / bottom heat 200 ° C) for 12 minutes.
Hot air allows the use of several baking trays, therefore recommended.
