Cut the beef, carrots, onions and garlic into small pieces. Place them together in a pot.
Combine tomato juice, soy sauce, sugar, sesame oil, and black pepper.
Pour this mixture over the meat in a pot. Preheat oven to 180 degrees. Close the pot with a lid and place in the oven for 2 hours.
Stir the starch well with water and add to the meat 20 minutes until tender. Prepare crumbly rice as a side dish. You can decorate the finished dish with a sprig of parsley.
