Chop the cardamom, cloves, fennel and anise in a mortar. Add pepper, cinnamon, ginger and sugar.
Instead of ground ginger, you can rub in fresh ginger as you like. You can also use honey instead of sugar and 1-2 sticks of cinnamon instead of ground.
Put 2 cups of water and 2 cups of milk together with the spices in a saucepan and slowly bring to the boil. Stir a few times so that the sugar dissolves well. As soon as it boils, remove the pot from the flame, add 3 teaspoons of Assam tea and let it steep for 3-5 minutes.
Pour the finished tea into the cups through a sieve.
