Bring the water to a simmer in a saucepan and add the chicken stock. When the water boils, add the rice.
In the meantime, heat a pan with olive oil. Add the chopped onion, garlic and ground beef to the pan. Immediately reduce the temperature a little.
Cook the prepared vegetables in another pan with olive oil and herbs to taste, salt and pepper. Add a little rice water and mix. When the vegetables are done, add a cup of cream.
